Face masks on campus

We expect all students to wear a face mask on campus when moving through common areas in buildings (including our labs). This means when entering, when moving between rooms and when leaving a building. Once you are in a lecture hall or workspace, you may remove your facemask. An exception to this rule are the microbiological, chemical and radiological laboratories, where disposable or personal reusable facemasks are not permitted. 

We would very much like to continue our current on-campus educational activities, whether we can do this is in our own hands.

Having symptoms yourself or your housemates?

If you yourself are showing symptoms, get tested as soon as possible, even if your symptoms are mild. Until the test results are known, you should observe home isolation and under no circumstances come to campus, however inconvenient that may be.

If one of your housemates is showing symptoms, i.e. fever and/or shortness of breath, stay at home until the test results are known. As soon as you show symptoms yourself, get tested as soon as possible. A student house is seen as one household.

If one of your classmates (so not a housemate) is showing symptoms and you have been within a distance of 1,5 metre of that classmate for more than 15 minutes in the two days before the symptoms started, we urge you not to come to campus until your classmate's test results are known and negative. As soon as you also show symptoms, get tested as soon as possible. 

In case of contact tracing, the following is important. Prepare a list of people you have had contact with over the past few days. This concerns people with whom you:

  • have been together for more than 15 minutes at less than 1.5 meters
  • you have been in contact for longer than 15 min, more than 1.5 meters away

in the last 2 days before the complaints started, until the moment you stayed at home.

If you have been tested and the test shows that you do not have Covid-19 and you feel well enough, you can come back to campus. Please note: only if this also applies to all your housemates and you are not in quarantine because of someone else in your household. In that case you complete the quarantine period up to 10 days after the last unprotected contact with your housemate.

In case of infection
If the test shows that you do have Covid-19, the Area Health Authority GGD will contact you to start contact tracing. Pass your list of contacts to the GGD immediately. Subsequently, follow instructions of the GGD at all times. The GGD may ask you to inform your contacts (at the university) about your infection. For help with this you can contact the department of Safety & Security via tu-iv@tudelft.nl or telephone number +31 (0)15 27 82777. The GGD will contact the university if (clusters of) infections give reason to do so.

Communicating about the health of employees and students
Information about the health of employees and students must be handled very carefully. For privacy reasons, universities are not allowed to request or share health information of employees or students, not even in the case of Covid-19.

Study delay due to home isolation
If your home isolation leads to a study delay, please contact your study advisor and we will try to find a fitting solution.

Exams

For the first quarter of the academic year 2020/2021, TU Delft exams will be offered online as remote assessments. Although there have been many requests to have on campus assessments, the options currently available are limited given all the restrictions (capacity of lecture halls based on 1,5m, ventilation etc.). This is also combined with the uncertainty of the development of Covid-19. If an online assessment is not possible, faculties can decide to conduct an on-campus assessment for some study programmes for up to 100 participants. This is only possible after taking into account the current restrictions and health and safety recommendations.

Testing

Questions / complaints about exams during this time

There are no changes to the process or procedures for questions and complaints. Students can contact their examiner (teacher) if they have any questions. If they have complaints about the content or assessment of a test, they may report to the Examination Board.

Exams recorded

The exams are recorded. This is in two forms of examination:

  • Online oral exams.
    These recordings are kept for 2 months, for the duration of the objection and appeal period. If an appeal or objection is lodged, they will be kept longer. (More information: www.tudelft.nl/data-protection/)
  • Online Proctored exams
    If there is no suspicion of fraud, these recordings will be deleted after being checked by the teacher. If there is suspicion of fraud, they will be kept longer.

Internships and research projects abroad

Due to the great uncertainty surrounding the development and spread of the COVID-19 virus worldwide, and being no longer able to fall back on government and business travel insurance in the event of repatriation, (graduation) internships and research projects abroad are not recommended until 1 February, 2021. Faculties can allow exceptions for countries with travel advice colour codes at yellow and green, if there is no alternative in The Netherlands and the consequences of cancelling are disproportionate. No permission will be granted to go to countries with colour codes at orange and red. For more information, check your faculty’s Brightspace regarding internships and the guidelines the faculties have drawn up regarding this matter

Travel is at your own risk.
Following the modified Dutch government policy to no longer repatriate citizens in the event of a lockdown, any additional costs incurred and/or any further consequences, such as a delay to the study programme, are the student’s own responsibility.

Some rationales explaining why foreign internships may be allowed in exceptional cases, and why foreign minors and exchange programs are not, include:

  • For compulsory internship components, there is sometimes no suitable remote alternative or alternative available in The Netherlands, which can lead to far-reaching consequences for study progress. There are often sufficient alternatives available within The Netherlands for minors and exchange programs.
  • Internships are (individually) customized, usually on location at the internship provider and on a small scale. In addition, every internship provider must sign a statement that they can guarantee safety. This allows the TU lecturer and the internship supervisor to monitor quality and safety risks better. These measures make it easier to move with the COVID-19 developments in various countries. Exchange programs require months of preparation time and are therefore less flexible with COVID-19 developments.
  • As a result of COVID-19, many foreign education programs are online. This largely eliminates the intercultural experience of a foreign minor or an exchange.

Internships and research abroad second semester 2020-2021
TU Delft is currently in consultation with the faculties and numerous parties involved whether or not to allow exchange activities, internships and projects abroad to take place in the 2nd semester of 2020-2021. We expect more information about this decision to become available in the course of December. Until then, we ask students to refrain from making any financial arrangements.

Exchange programmes

Exchange programmes second semester 2020-2021 cancelled

The TU Delft Executive Board has made the informed decision to cancel all student exchange programmes in the second semester of the academic year of 2020-2021. This decision applies to both incoming and outgoing exchange students.

This difficult decision has been made because there is still a lot of uncertainty about the health situation, travel restrictions and the provision of physical and online education. This means we cannot guarantee that exchange students will have an intercultural experience on our campus or abroad.

We realise that this is a disappointment for students, partly because all students and parties involved have put so much effort into this and are looking forward to the exchange period. However, the health and safety of all students is paramount and in these unpredictable times this felt like the best decision that could be made.

Outgoing exchange students

If you, as a TU Delft student, applied for an exchange programme you will have been personally informed about this cancellation by e-mail by the faculty exchange coordinator.
Because the advice has already been given not to enter into financial arrangements, no claim can be made for financial compensation.

Can I go later if the travel advice changes?

No this is not possible, the TU Delft has made this difficult decision, and this will remain until the end of the current academic year. Any further updates will be posted on the studentportal.

Does TU Delft allow me to do my exchange online?

Please discuss this with your faculty exchange coordinator.

How did TU Delft come to this decision to cancel all TU Delft exchange programmes for incoming students in the second semester?

Arguments that played a role in this decision are;

  • The duty of care for students, i.e. taking responsibility for the well-being and health of our students and protecting students against major financial and security risks. The Dutch government and TU travel insurance do not repatriate students in the event of a lockdown. We do not want to end up in the situation where our students are abroad and cannot be repatriated.
  • Liability of TU Delft. Legally and administratively, it is not easy to hold a student liable for all financial risks of a stay abroad. The TU travel insurance has restrictive conditions and exclusion clauses when it comes to Covid-19 related claims. It is therefore not possible to minimize the risks for TU Delft to 0, even if we make the student responsible on paper for all risks by signing a liability waiver.
  • The moral obligation to prevent the spread of coronavirus and to limit travel movements as an institution. However important we consider it to be, exchange is not a necessary journey. After all, it is a non-compulsory activity of the curriculum. 
  • There were insufficient guarantees regarding the intercultural experience. We cannot guarantee the physical international experience of an exchange and all the competences that students acquire with it (intercultural competences and adaptability).
  • It was also necessary for us as the Executive Board to send out a clear signal to remove all forms of uncertainty, so that students can organize another alternative to minimize delays.
  • We have observed that the constantly changing country colour code system has contributed to further uncertainty for students and administrative burdens for the institution.

Do I need to withdraw my application in Studielink?

Please withdraw your application in Studielink. If no withdrawal is made, TU Delft will cancel your application on 1 December.

I am planning to do an exchange in the first semester of 2021-2022. Will this go ahead?

We hope to welcome exchange students again during the first semester 2021-2022, if circumstances will allow us. Please contact your home institution coordinator to evaluate your options. Your home institution coordinator must nominate you for the first semester to the relevant TU Delft faculty coordinator no later than 1 March 2021. Selected students will be able to apply starting from 1 March until 1 April 2021 via our online application system. Updated information about the TU Delft exchange programme is available via website.

Does TU Delft allow me to do my exchange online?

Quarantine

The Dutch government strongly advises students arriving from a country or area for which a travel advisory applies for health reasons to maintain self-quarantine for 10 days. More information on when to maintain self-quarantine and how to arrange this you will find on this webpage of the Dutch government.

Binding recommendation on continuation of studies (BSA)

BSA for the academic year 2020-2021

Last academic year's BSA figures (2019/2020) showed that the sudden lock down and switch to 100% online education had no effect on the percentage of positive BSA recommendations. For this academic year, education will be offered online in full in the first year as well. For this reason, universities currently have no reason to adopt any other generic measures for the BSA during the academic year 2020-2021.

The universities will continue to closely monitor the study offer and study progress of students. If necessary, TU Delft may still decide to adopt different measures for the first-year students. If this decision is made, relevant students at TU Delft will be informed before 1 February 2021. Nationwide,  universities will exchange information about where and how measures are offered. In addition, within the existing regulations there is, as always, the possibility of measures when individual students are disproportionately hindered.

BSA for the academic year 2019-2020

Following the agreement made by Dutch universities with the Minister of Education, Culture and Science, TU Delft has decided to adjust the implementation of the Binding Study Advice (BSA) scheme this year. The following applies to the BSA due to be issued at the end of the 2019-2020 academic year.

  • Students who started in September 2019 or later and obtain between 30 EC and 44 EC this academic year will automatically receive a postponement from the BSA at the end of August.
  • Students who started in September 2019 or later and received a positive interim recommendation in March 2020 (between 22.5 and 30 EC) will automatically receive a postponement from the BSA at the end of August. In these cases, students must have obtained the 60 credits from their first year by the end of their second year. 

This measure means the following for the BSA provided at the end of the 2019-2020 academic year:

  1. Students who started in September 2019 or later and achieve 45 EC or more will automatically receive a positive BSA according to the TU Delft BSA regulation.
  2. Did you start in September 2019 or later and earn between 30 and 44 EC during this academic year? In that case, you will be automatically granted a postponement by the BSA at the end of August. Therefore, you will not be required to submit a request to the BSA committee of your faculty. Postponement means that in the second academic year you will have to obtain all the remaining EC from the first year of your programme. In other words: all 60 EC of your first year will have been obtained in a subsequent academic year.
  3. Did you start in September 2019 or later and have you received a positive interim advice (at 22.5 to 30 EC) in March 2020? You have automatically received a postponement from BSA at the end of August and do not need to submit a request to the BSA committee of your faculty. Postponement means that in the second academic year you will need to obtain all the remaining EC from the first year of your programme.  In other words: all 60 EC of your first year will have been obtained in a subsequent academic year.
  4. Students who started in September 2019 or later who achieve less than 30 EC this academic year, and who did not receive positive interim advice in March 2020, will receive a proposed negative binding study advice. They can, however, apply for a postponement from the BSA if there are personal circumstances that have negatively influenced their study progress. The procedure, as stated on the BSA website, must be followed in this case, and an unambiguous connection between the personal circumstances and study progress must be found.
  5. For students who have already been granted a BSA postponement, the following will apply:

    • If the BSA standard (45 EC from the first year of study or the first year fully completed) has been met, the student will receive a positive Binding Study Advice at the end of August.
    • If a student has not met the BSA standard, they can apply for a further postponement if there are personal circumstances that have negatively impacted their study progress. If there is a personal circumstance, including the possible consequences of the situation regarding COVID-19 for your study progress, a student can request another postponement of BSA. The procedure, as stated on the BSA website, must be followed in this case, and an unambiguous connection between the special circumstances and the progress must be found. Basic principles on campus education

The following principles apply to campus education: Delft University of Technology 2020-2021 Protocol

a. Educational activities that are part of the curriculum take priority over extra-curricular activities.
b. The usable study day for (campus) education will be from 08:00 to 20:00, so that building occupancy and traffic flows are spread throughout the day.
c. On-campus education is scheduled in classrooms in and near the faculty; Faculties take into account the service education they have taken.
d. The teaching format is appropriate to the maximum capacity of the room, assuming sufficient distance between people.
e. Small scale forms the backbone of education: on campus, work is done in fixed small groups, of for example 10 to 20 students, to be determined by the faculties. This influences the student community and student welfare.
f. The possibility to scale up again on campus education (and switch to a distance education form), including testing, is being prepared.
g. Study places are only available for students on the advice of the study advisor
h. Students are expected to follow campus education at TU Delft. Students can only start online with specific force majeure situations. These students report in advance to the study advisor for permission.
i. Students belonging to the risk groups appointed by RIVM can come to the campus on a voluntary basis. Custom solutions are being sought for these students if campus education cannot be followed.

Transition from bachelor to master

Temporary measure on Bachelor’s/Master’s transition at TU Delft due to COVID-19

The Bachelor’s-before-Master’s rule (‘harde knip’ in Dutch) is the legal provision that states that a student must first complete their Bachelor’s or Pre-Master’s programme before they can move on to a Master’s programme. In order to limit possible study delays and related adverse consequences due to COVID-19, the Ministry of Education, Culture and Science has allowed universities to put temporary measures in place for the transition from a Bachelor’s to a Master’s programme.

For Bachelor’s students and Pre-Master’s students who are enrolled at a Dutch university or a Dutch institute of higher professional education in the 2019-2020 academic year, the following principles apply. 

For bachelor students at a Dutch university
  • Bachelor’s students who have a deficit of up 15 EC in their Bachelor’s examination programme on 31 August 2020 may enrol in Master’s subjects in the 2020-2021 academic year and participate in Master’s subjects examinations
  • Faculties may designate certain subjects as entry requirements, such as completion of the Bachelor’s final project, for each Master’s programme. Information on these requirements can be found at https://www.tudelft.nl/onderwijs/toelating-en-aanmelding/msc-nederlands-diploma/1-toelatingseisen/#c41381.
  • The option to enrol in Master’s courses without having completed a Bachelor’s programme expires on 31 August 2021
For Pre-Master’s students of TU Delft

    • Pre-Master’s students who have a deficit of no more than 15 EC in their Pre-Master’s programme on 31 August 2020 may enrol in Master’s courses and participate in Master’s courses examinations in the 2020-2021 academic year
    • The option to enrol in Master’s courses without having completed the Pre-Master’s programme expires on 31 August 2021

For bachelor students at a Dutch institute of higher professional education
  • Bachelor’s students who have a deficit of up to 15 EC in their Bachelor’s examination programme on 31 August 2020 may enrol for Master’s or Pre-Master’s subjects in the 2020-2021 academic year and participate in examinations for these subjects
  • Faculties may designate certain subjects as entry requirements, such as completion of the Bachelor’s final project, for each Master’s programme. Registration of TU Delft students 

Students wishing to use the temporary measures for the Bachelor’s-Master’s transition should re-enrol via Studylink in their current Bachelor’s or Pre-Master’s programme. They also should enrol in the Master’s or Pre-Master’s programme. Registration will be on an interim basis until they have completed their Bachelor degree programme. Conditional admission will be reviewed by the dean of the faculty in which the relevant Master's degree is given. Students will be notified of this in August. 

Registration of students from other institutions 

Students wishing to use the temporary measures for the Bachelor’s-Master’s transition should re-enrol via Studylink in their current Bachelor’s or Pre-Master’s programme at their current HBO or university. Students from other institutions will receive an e-mail with more details about their conditional admission in July.

Financial Concessions DUO for Students

The measures surrounding the Corona crisis are drastic for many of us, both physically and mentally. There are situations in which students face direct or indirect financial concerns that jeopardize the progress of their studies. The university and DUO have adopted a number of measures to respond to this situation.

  • Do you or did you receive study finance? Then log in to Mijn DUO and check whether DUO has your latest postal or e-mail address. If you did not have student finance, you do not have to do anything. DUO will then send the notification to the municipal address you are registered at.
  • For master students who would graduate before the summer of 2020, but are delayed due to the Corona measures and have to re-enrol after the summer holidays, DUO will refund 3 months of tuition fees. This is applicable for those students who actually obtain their diploma between September and the end of January. For more information and questions, please contact DUO.

Pay attention! Do not miss the compensation: make sure you can be reached!

  • Do you or did you receive study finance? Then log in to Mijn DUO and check whether DUO has your latest postal or e-mail address. If you did not have student finance, you do not have to do anything. DUO will then send the notification to the municipal address you are registered at.
  • Do you move abroad after graduation? Then register your new address in Mijn DUO. Also install and activate the DigiD app before you leave the country. Then you are able to log in to Mijn DUO everywhere and will not miss the notification. Do you not have student finance and does DUO not have your address? Then make sure that you inform your municipality of your address abroad before you leave the country 

This message concerns non-EEA students who have postponed their graduation to the 2020-2021 academic year due to COVID-19.

Are you a non-EEA student and do you pay an institutional tuition fee? If so, you may be eligible for compensation in tuition fees according to the statutory rate for a maximum of 3 months (September to November 2020).

Conditions for eligibility:

  • You will graduate on or before 30-11-2020
  • Your planned graduation date was in the academic year 2019-2020
  • The delay is a result of COVID-19
  • You have been enrolled continuously in the programme for longer than nominal
  • You are not eligible for any other form of tuition fee compensation, such as the TU Delft Profiling Fund Regulations.

The compensation will apply automatically after you obtain your diploma. If you graduate after 11/30/2020, this scheme becomes void and you will not be eligible for any compensation. More information about deregistering can be found here.

  • TU Delft and the Delft University Fund have established the TU Delft COVID-19 Response Fund. From this fund researchers and students are  helped with quick financial contributions, so that no valuable time is lost.
  • The university has a solidarity fund that can help students who have immediate financial difficulties with contributions from third parties. Contact your study adviser for more information. 

 

 

MoMi Study Progress Monitoring for non-EEA students

Following the agreement between Dutch universities and the Immigration and Naturalisation Service (IND), the IND has decided to modify the implementation of the Study Progress Monitoring according to the Modern Migration Policy Act (MoMi) during the current academic year (2019-2020). The following MOMI decisions will be issued at the end of the 2019-2020 academic year: 

Positive decision on study progress related to MoMi

BSc and MSc students who obtain 30 EC or more for the 2019-2020 academic year before 1 September 2020 will automatically receive a positive decision on study progress in accordance with  MoMi. 

Pre-Master’s students who finalise their programme before 1 September 2020 will also automatically receive a positive decision on study progress in accordance with MoMi. 

Modification to MoMi regulations due to COVID-19
  • BSc and MSc students who obtain between 15 EC and 30 EC for the 2019-2020 academic year before 1 September will not be reported to the IND. They are automatically exempt from the MoMi study progress requirements this year, because of COVID-19. However, students in this category are strongly advised to contact their academic counsellor to make a study plan in order to prevent further study delay.
  • Pre-Master’s students who have only 15 EC left to complete their  programme may start courses on the Master’s programme and take Master’s exams in the 2020-2021 academic year. They are automatically exempt from the MoMi study progress requirements this year, as a result of COVID-19.

The modification to the MoMi regulations is one-off and applies only to the 2019-2020 academic year. 

Less than 15C
  • BSc and MSc students who obtain less than 15 EC may request an exemption from the MoMi study progress monitoring due to any of the extenuating circumstances referred to in the Higher Education and Research Act (WHW), and which can be found on the website mentioned below.
    The deadline for submitting MoMi requirements exemption request is 31 August 2020.

September 2020: Rob Mudde answers questions from students
