Biography

Bastiaan van Loenen (associate professor) holds a PhD from Delft University of Technology, and a M.Sc. from The University of Maine ( Spatial Information Science and Engineering) and TU Delft (Geodetic Engineering). Bastiaan is chairing the Knowledge Center Open Data at the Faculty of Architecture and The Built Environment.

Research
Main focus is on open data: the stimulation of re-use of public sector geo-information (PSGI). Other research interests include the development and assessment of (open) Spatial data infrastructures (SDI), the assessment of access and re-use policies and legal aspects of geographic information (e.g., location privacy, harmonising licenses, intellectual property rights).

Bastiaan chairs  the Geo-information infrastructure committee of the Dutch Geodetic Commission, was chair of the legal and socio-economic committee of the Global Spatial Data Infrastructure Association (GSDI) (2011-2015), participated as an expert in the European Legal Aspects of Public Sector Information 2.0 project, the INSPIRE State of Play project and in the eSDInet+ project, and has advised several European countries on INSPIRE implementation.

Current projects are the H2020 Marie Curie European Training Network project Towards a sustainable Open Data ECOsystem (ODECO), H2020 Twinning Open Data Operational (TODO) and the Erasmusplus project SPIDER: open SPatial data Infrastructure eDucation nEtwoRk.

Among his publication are the co-edited books Open Data Exposed (2018), SDI Convergence; Research, Emerging Trends, and Critical Assessment (2009), A Multi-View Framework to Assess Spatial Data Infrastructures (2008) and Spatial data infrastructure and policy development in Europe and the United States (2004).

Education
Bastiaan is program director of the MSc. program Geomatics for the Built Environment.

In the MSc. Geomatics for the Built Environment Bastiaan coordinates the courses Geo-information governance (GEO1009) and the Synthesis Project (GEO1101) and takes part in the  MSc. Geographical Information Management and Applications (GIMA) the course Geo-informatie management in organisaties (Module 3).

Academic background

Dr. ir. Bastiaan van Loenen is als universitair hoofddocent de wetenschappelijk leider van het Kenniscentrum open data van de Technische Universiteit Delft. Zijn huidige onderzoek is gericht op de bestuurlijk-juridische aspecten van open data. Andere onderzoeksinteresse ligt op het gebied van de ontwikkeling en beoordeling van geografische informatie infrastructuren (GII) vanuit een bestuurlijk-juridisch perspectief. Met zijn onderzoek probeert hij inzichten te verkrijgen in de wijze waarop de toegang tot en het gebruik van de geografische informatie kan worden verbeterd zowel vanuit een gebruikers- als vanuit een aanbiedersperspectief. Verder heeft hij bijzondere interesse in het concept open (data) city waar burger, bedrijven en overheden gezamenlijk met gelijke informatieposities de stad van de toekomst vormgeven.

Bastiaan is voorzitter van de Geo-informatie informatie infrastructuur commissie van de Nederlandse Stichting voor Geodesie en Geoinformatica (NCG), was van 2011-2015 voorzitter van legal and socio-economic working group van de Global Spatial Data Infrastructure Association, adviseerde diverse Europese landen over hun GII implementatie en is als expert verbonden aan diverse Europese projecten op het gebied van geografische informatie infrastructuren. Van Loenen heeft meer dan 100 publicaties op zijn naam staan waaronder artikelen in peer review journals, boeken, boekhoofdstukken en artikelen in tijdschriften gericht op professionals. Van Loenen spreekt regelmatig op zowel nationale als internationale congressen en workshops.

In 2010 kreeg hij de professor T.J. Tienstra prijs voor talentvolste jonge Nederlandse wetenschapper op het gebied van de geo-wetenschappen.

Of special interest is the concept of the open (data) city where citizens, companies and government together, with equal information positions, design and develop the city of the future.

    Best paper award at the GeoDelft conference 2018

    On October 3rd, KCOD’s Agung Indrajit obtained the best paper award at the GeoDelft conference, a conference consisting of the ISPRS TC IV ‘Spatial Information sciences’ Symposium, the 13th International 3D GeoInfo Conference, the 6th International FIG Workshop on 3D Cadastres, and the 3rd International Conference on Smart Data and Smart Cities.

    The winning paper “Designing Open Spatial Information Infrastructure to Support 3D Urban Planning in Jakarta Smart City” discusses the role of land administration in urban planning and Spatial Information Infrastructure (SII). The article proposes to have spatial planning information as an extension to the Land Administration Domain Model (LADM) in order to support spatial planning. The relevance of spatial planning information to be included into LADM is integral to Land Administration System development. 3D Spatial planning along with 3D land administration will provide a complete scene for land tenure, land valuation, land use, and land development to support sustainable development initiatives. Further, the spatial planning extension will contribute to support the UN member countries in obtaining indicators in the Sustainable Development Goals by improving interoperability and by integrating right, restrictions, and responsibilities from spatial planning and land administration which are often resulted from separate processes by different parties.
