Research commissioned by the KWH into the effects of governmental policy measures on the service delivery and the conduct of business by housing associations in the Netherlands (in Dutch).

PhD-thesis/dissertation ‘Client driven housing management and empowerment, about ‘Te Woon’ and other initiatives from housing associations’ (in Dutch). The rental market in the Netherlands and especially the social rented sector, is known for its supply driven character. Next to that there exists a financial gap between the (social) rented and the owner occupied market. Therefore the housing associations (social landlords) in the Netherlands have developed several housing management strategies to act in a more demand driven manner. At the same time they have developed sales contracts with discount possibilities to lower the burden of acquiring a home. One of the well-known demand driven housing management initiatives in the Dutch case is the ‘Clients’ Choice Programme’ which offers the prospect tenant a choice to rent or the buy the property. The tenant has the option to choose for a discount on the price in return for sharing the risk of profit or loss in the future. This strategy aims at two major goals from the perspective of the housing associations. On the one hand it provides cash flow by selling homes, while on the other hand it offers the opportunity for the tenant to experience empowerment. In general, the central concepts in the demand driven strategies are empowerment, freedom of choice and control. Interviews and a questionnaire among housing associations produced insight in the different demand driven housing management initiatives and motives. The empowerment effect on the tenants of the social landlords of the demand driven housing management initiatives is established by means of interviews and a questionnaire among tenants of the ‘Client’s Choice Programme’. The main research question is ‘to which extent do tenants experience empowerment from demand driven housing management’? Based on the findings in the dissertation, the advice to the housing associations is to consider carefully which effects for the tenants might be reached with the different strategies. The empowerment effects proved to be ambiguous and might not reach the intended target groups, especially missing out on the lowest incomes.

Master thesis ‘‘VINEX’: a compact city with high quality public transport?’ (in Dutch.) The "Vierde Nota Ruimtelijke ordening Extra" (VINEX white paper) set goals with regard to the environment and housing production. These goals aimed at putting a halt to the housing shortage by the production of dwellings and to make the qualitative difference between the rental sector and the owner-occupied sector smaller. The goals with regard to the environment (ecology) had to preserve the open (green) space and to decrease the size and numbers of travel movements by car. The two resulting aims can be summarized as creating a ‘compact city’ with ‘high quality public transport’. The evaluation of the goals as set in the white paper, brought to light the bottlenecks in the development, future developments and recommendations to eliminate these bottlenecks in future spatial planning. The conclusion was that the goals as set in the VINEX white paper haven't been achieved. Main reason is the minimum in support from the national government to the lower governments in the realization process of the Vinex-locations. There was a lack in actual policy, the policy instruments were inadequate and the means were by far insufficient. As a result the Vinex-locations are by no means compact cities and are deprived of high quality public transport. The preconditions to become a compact city haven't been met and therefore the realization of high quality public transport becomes unfeasible.
