The Patterns of Resource Management within Health Systems

Project summary: Health systems are complex entities with many functions and related sub-functions. We will explore how resources are managed within health systems in order to generate hypotheses for health systems performance related to the domain of resource management. Subsequently, we will compare countries with similar health systems to observe patterns in resource management regionally and between the comparative countries. The observed patterns from this exploratory work and an international consensus will inform the set-up of a multinational dataset for health systems performance. 

About the project

In 2022, the WHO launched the Health Systems Performance Assessment (HSPA) Framework which requested policy makers to “focus their health system strengthening efforts and see them translate into improvements in health system performance”. To achieve this policy-makers need to be able to determine which areas to prioritize and direct resources towards. 

A scoping review will explore how studies have developed and/or evaluated the domain of resource management to measure health systems performance.  In addition, similar health systems will be used as cases studies to identify the patterns related to resource management within at least two health systems and any gaps in the patterns observed. This groundwork and a modified Delphi study will help in establishing a multinational dataset that can be used to inform on the observed patterns in health systems performance and potential areas for improvement.
