Research Interests:

  • Institutional aspects of ICT
By its very character as a fast developing technology, the application of ICT in society raises regulatory issues. The dynamics between technological advance and the institutional context in which ICT systems, goods and services operate raise issues of alignment. I analyse the dynamic interactions that invite regulatory activities aimed at the development of arrangements for dealing with public and private issues on the local, national and international policy level.  My research focuses on the process of developing such regulatory arrangements during which a mixing of regulatory activities for enforcement and matching with the type of issue at hand takes place. Theory development on ICT governance & regulatory practice and its evolutionary nature  is central to this part of my research and has led to the theoretical concept of Mixing & Matching in regulatory practice.
  • Sharing economy/peer to peer platforms
ICT as enabler for emergent behaviour of individuals to create local solutions that solve a local interest: how do individuals create their own inverse infrastructure or community of practice to interact in solving private interests that are not served by large technical systems? How do these emergent, bottom-up  initiatives evolve over time: towards (integration within) a large technical system, towards a commercial community of practice or do they remain local? Which governance issues are raised by  civic entrepreneurship? Which are the motivations of individuals to contribute and which resources do they use to reach a communal goal? (e.g. bottom-up initiatives in the ICT, energy, transport & water domain, initiatives on themes such as  sustainability and voluntary work).
  • Design principles for self-organizing & adaptive systems
The design of ICT-based self-organizing & adaptive systems in which public, private, civic and collective entities cooperate in a non-hierarchical mode to reach a communal goal: which design principles are relevant and indispensable to develop such communities for sharing knowledge and resources in order to reach for a communal goal without full pre-knowledge and pre-selection of its (end)  users (e.g. applications in e-government, e-participation and the healthcare sector)? Which mechanisms for interaction and value creation need to be in place? Are these self-organizing systems stand-alone or additional to formal systems, if so, how do the co-exist? Which institutional issues are raised by them, such as sustainability & governance issues, and how to solve them by means of regulatory or public-private-civic-collective  partnership arrangements? The design of user contribution systems requires principles that integrate these aspects into an ICT-mediated platform design that allows for a dynamic, interactive context in which a platform evolves over time. A meta-designer has an eye for  these dynamics and considers the several stages, taking the actual user activities into account that may require new mechanisms to be part of the platform. Central to this part of my research is developing general design principles for matching the type of self-organizing & adaptive system with the domain in which it operates and evolves over time.
