The department is comprised of three capacity groups. Each of these capacity groups has its own approach to governance issues.
- An analytical approach, with an emphasis on quantitative analysis and modelling. This type of research is mostly conducted by our Policy Analysis (PA) group.
- A systems approach, with the emphasis on analysis and design of whole-systems solutions to governance issues, often enabled by ICT. This type of research is mostly conducted by our Systems Engineering (SE) group.
- An empirical approach, focusing on the way in which governance takes shape in the real world. This type of research is mostly conducted by our Policy, Organisation, Law and Gaming (POLG) group.
The three groups work together often – our principle is that each of three approaches is necessary to address governance issues and design solutions.
Cooperation is a core value at the Department. MAS fosters a culture in which people are encouraged to work together.
