Dr. J.L.T. (Jos) Blank

Profile

Jos Blank is endowed professor Productivity of the Public Sector at the Erasmus University Rotterdam, and is also affiliated with the Delft University of Technology. He is the director of the centre for Innovation and Public Sector Efficiency (IPSE Studies), a partnership of the CAOP in The Hague, the Delft University of Technology and the Erasmus University Rotterdam. IPSE Studies carries out research on the efficiency and the effectiveness of the public sector. IPSE Studies aims at facilitating academic research, but also at contributing to the policy discussions concerning the optimal design of the public sector. The latter also includes the implementation of research results in everyday policy.

Jos has over 30 years of experience in public sector efficiency research. He wrote many (national and international) articles and several books about the productivity of the public services in the Netherlands. Most of his work relates to the health care and education sector. Important themes in his work are: funding, market conditions, regulation, capacity planning, outsourcing, human resource management and governance.

He is also an active member of the Productivity Analysis Research Network, has joined several official committees about benchmarking in the public sector, and is a referee for various different international journals. Jos is an important advisor for politicians, cabinet members, policy makers and managers of public sector institutions.

Previous employment positions of Jos were at Statistics Netherlands (CBS), the Social and Cultural Planning Office of the Netherlands (SCP) and ECORYS-NEI.

Research

Prof. Blank collaborates with the foundation IPSE Studies (he is also the chair). IPSE Studies carries out research on public sector efficiency and effectiveness. The goal of IPSE Studies is to perform academic research and to contribute to the policy discussions concerning the optimal design of the public sector. The latter also includes the implementation of the research results in everyday policy. IPSE Studies performs both academic research and contract research, maintains intensive (international) contacts with policy makers and academia and organizes colloquia on a variety of related topics. The research of IPSE Studies is mainly empirical and uses advanced quantitative analyses to assess the consequences of policy and management choices on the efficiency of public services. Policy research addresses questions of market structures, budgeting systems, market regulation, interdependencies between organizations and bureaucracy. Management oriented research of IPSE studies relates to the organization of public services, and the role of different innovations in this context.
